Living in Happy Valley, Oregon

Happy Valley is one of the few places in the Portland metro where you can still find large swaths of newer construction close to the city. This guide covers what it's actually like: how it grew, what homes cost, property taxes, daily life, commutes, schools and the honest tradeoffs.

By Kerrie Doerr, Portland real estate broker, eXp Realty. I tour Happy Valley often with relocating buyers, especially those coming from newer-home markets like Texas and Arizona

Where is Happy Valley?

Happy Valley is a city in northwest Clackamas County, about 13 miles southeast of downtown Portland, just east of I-205 and the Clackamas Town Center area. The defining feature is terrain: the city wraps around a cluster of old volcanic buttes, including Mount Scott and Scouters Mountain, which is why so many neighborhoods have Mount Hood and valley views, and why so many streets are steep.

Few places in Oregon have changed as fast. Census counts show 4,519 residents in 2000, 13,903 in 2010 and 23,733 in 2020, and PDX Monthly's 2025 suburbs data put the 2023 population at 25,572. That growth was mostly new subdivisions, and much of what you'll tour was built in the last 25 years, with more on the way.

Coming from Texas or Arizona?

If you're coming from a market full of master-planned new-build communities, I always suggest at least looking here, because it will feel familiar. You'll find new construction, modern layouts and planned communities, and the city is building a central, downtown-style hub.

What do homes cost in Happy Valley?

Happy Valley costs more per house than Portland and its closer-in neighbors, but less per square foot, because the homes are bigger. PDX Monthly's 2025 data put the average Happy Valley home sold in 2024 at about 2,480 square feet, the largest of the suburbs it compared.

Oregon City$569,165$31221July 2026
Portland$525,000$312193 months ending August 2026
Milwaukie$494,173$31011August 2026

What you'll find

  • Newer construction. Much of the housing was built after 2000, so open floor plans, two-story layouts, attached garages and central air are far more common than in close-in Portland.
  • New builds still underway. The Pleasant Valley/North Carver area is still developing, with builder inventory alongside resale homes.
  • View lots and hillside homes. Higher elevations bring Mount Hood and valley views, and often steeper driveways and more stairs.
  • HOAs in many subdivisions. Many neighborhoods have homeowners associations with dues and rules on exterior paint, fencing, RVs and parking. Read the CC&Rs and the budget before you commit.

What are property taxes in Happy Valley?

Higher than many buyers expect, mostly because of voter-approved local levies. The City of Happy Valley's 2025 property tax explainer adds up to roughly $16.36 per $1,000 of assessed value, before voter-approved bonds. The key word is assessed: in Oregon, your tax is based on a property's assessed value, not its sale price, and for a newer Happy Valley home the assessed value is often well below the purchase price.

$550,000about $9,000about $750

Income taxes: one advantage over Portland

Happy Valley is in Clackamas County, so residents don't pay Multnomah County's Preschool for All income tax or Portland's Arts Tax. It is inside the Metro boundary, so higher earners still owe Metro's Supportive Housing Services tax. Confirm your situation with a tax professional.

What is daily life like?

Suburban, green and built around the car. Parks are where Happy Valley stands out: Mount Talbert Nature Park's forested trails, Scouters Mountain's hilltop views toward Mount Hood, Hidden Falls Nature Park's short paved trail to a small waterfall, and Happy Valley Park's splash pad, dog park and sports fields. Most everyday shopping sits along Sunnyside Road and around Clackamas Town Center, one of the region's larger shopping centers, and almost all of it means a drive rather than a walk.

How do people commute?

Per PDX Monthly's Google Maps estimates, the drive to downtown Portland takes about 24 minutes outside rush hour and about 35 minutes at rush hour, usually via I-205 north or I-5 by way of Highway 224 or Sunnyside Road. TriMet's MAX Green Line ends at Clackamas Town Center, just west of the city, and bus coverage is thinner than in Portland. Happy Valley also works well for commutes to Clackamas, Oregon City or the east side of the metro, and Highway 26 makes Mount Hood an easy weekend trip.

What school district is Happy Valley in?

Mostly North Clackamas School District, but not all of it. The City of Happy Valley lists three districts serving Happy Valley addresses: North Clackamas, Centennial and Gresham-Barlow. Two homes a few blocks apart can be assigned to different districts, and a listing's school information isn't always accurate. Use the city's school locator for a specific address, then confirm with the district before you make an offer based on schools. I don't rank schools; look at each school's own data and decide what matters most to your family.

What are the tradeoffs?

You'll drive almost everywhere. Happy Valley was built as a series of subdivisions connected by arterial roads, so walking to coffee or groceries isn't realistic for most addresses.

Traffic on the main roads. Sunnyside Road and the Clackamas Town Center area carry heavy traffic at peak times.

You won't get Portland's weirdness. You're choosing a more suburban, predictable experience, not a walkable home with unique character.

Frequently asked questions

How much do homes cost in Happy Valley?
The median sale price was $695,540 in Redfin's August 2026 data, at about $280 per square foot, less per foot than Portland, Milwaukie or Oregon City because the homes are bigger. Ask me for current numbers in your price range.
Is Happy Valley part of Portland?
No. It's its own city in Clackamas County, about 13 miles southeast of downtown Portland, with its own rules, levies and school districts.
What school district serves Happy Valley?
Mostly North Clackamas School District, but some addresses fall in Centennial or Gresham-Barlow. Verify any specific address with the city's school locator and the district itself before you offer.

Yes, in many of the newer subdivisions. Expect monthly or annual dues and rules on things like exterior paint, fencing, RVs and parking. Read the CC&Rs and the budget before you commit.
What are property taxes like?
Higher than many buyers expect, roughly $16.36 per $1,000 of assessed value before voter-approved bonds, per the city's 2025 explainer. Oregon taxes the assessed value, not the purchase price, and assessed value is often well below what you pay for a newer home.

Do Happy Valley residents pay Portland's taxes?
No Multnomah County Preschool for All tax and no Portland Arts Tax, since Happy Valley is in Clackamas County. Metro's Supportive Housing Services tax does apply inside the Metro boundary. Confirm with a tax professional.
Can I tour Happy Valley homes from out of state?
Yes. I film private video tours and manage inspections and closing from here. How relocation buying works.
